This position is located within the U.S Coast Guard Shore Infrastructure Logistics Center (SILC) at a Civil Engineering Unit, Environmental Management Branch. The CEU Environmental Branch is responsible for a wide range of environmental compliance, environmental remediation/restoration, environmental liabilities, pollution prevention, environmental stewardship, environmental sustainability, and environmental planning activities and initiatives as well as the preservation of cultural, historical and natural resources as they apply to Coast Guard operations/mission execution and mission support activities. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Identifying unit compliance plan/program deficiencies and recommends options/strategies for improvements and enhancements as well as opportunities for implementation of best management practices. Acting as a subject matter expert for a wide range of environmental programs encompassing environmental remediation/restoration and environmental liabilities, environmental compliance, environmental planning, and environmental sustainability. Acting as environmental project manager for execution of projects for environmental restoration, compliance, planning and sustainability. Conducting/participating in environmental compliance evaluations (ECEs), hazardous materials and hazardous waste management surveys, assessments of compliance management plans (CMPs) / environmental management system (EMS), compliance assistance visits, and similar environmental audits/assessments. Evaluates unit environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies. Monitoring developments in/changing environmental laws, regulations, executive orders and Departmental policies to determine Coast Guard requirements for compliance; develops/assists with development of implementation strategies, plans, processes and procedures. Liaising with federal, state, tribal, county, municipal and similar agencies and officials on a wide variety of environmental program issues to ensure necessary project permitting, natural/cultural/historical impact assessments, development of MOAs/MOUs and similar documents, and all NEPA documentation is accomplished in an appropriate and timely manner to avoid/prevent impact to planned execution schedules and established project timelines. Conducting and participating in Environmental Compliance Evaluations (ECEs), hazardous materials and hazardous waste management surveys, assessments of Compliance Management Plans (CMPs) / Environmental Management System (EMS), compliance assistance visits, and similar environmental audits/assessments. Evaluates unit environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies. Basic Requirements Qualifications for Environmental Engineer Series, GS-0819 Degree:
professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test- Evidence of having successfully passed the Engineer-in- Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience--education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must have at least one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the Federal service performing the following types of tasks on a regular and recurring basis:
Evaluating environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies; Conducting environmental audits and site assessments to ensure compliance to environmental laws and regulations; Applying environmental standards, methods, and practices to assure full implementation of the National Environmental Policy Act (NEPA) and other environmental laws, regulations or policy; Provide recommendations on environmental impact statements, studies and other pertinent documents; Evaluating potential environmental impacts that could result from construction or engineering projects /designs; Collecting, compiling, analyzing, and reporting environmental compliance and safety data; Developing and organizing policy guidance to manage organizational environmental planning, environmental compliance, remediation and liabilities, and sustainment/environmental stewardship programs.
